Educational Leave and Employer-Sponsored Study
Educational leave is permission from the rules where your job sits, to be paid while you study. A course in China qualifies only if the recognizing body for that workplace says so. CEIBS and Tsinghua pages we read do not say they are recognized. DragonTrail cannot approve the leave or the employer’s money.
Information checked 29 October 2026 (Asia/Shanghai).
We read German public pages, not a French CPF rule, a UK statute, or a US statute. Those countries stay unanswered here. Inside Germany, recognition is by Land, and two Länder have no statute. No CEIBS or Tsinghua programme in this cluster is marked as Bildungsurlaub. Employer sponsorship of fees is a company policy, not a ministry decision.
At a Glance
| Recognizing body | The authority for the workplace’s jurisdiction, not the school and not DragonTrail. In Germany the KMK overview says each Land runs its own procedure. Bayern and Sachsen have no Freistellungsgesetze. Baden-Württemberg’s Regierungspräsidium Karlsruhe recognizes institutions. Hessen’s labour ministry recognizes providers and each event. |
|---|---|
| Eligible course | Only a course that body has recognized, or that an employer voluntarily allows. A CEIBS MBA, EMBA, open course, or Tsinghua MBA is eligible only if that recognition exists. We did not find it claimed on the school pages. |
| Provider evidence | The school would have to hold, or apply for, the Land’s approval. Participants cannot start that procedure in Hessen; the organiser does. We saw no CEIBS or Tsinghua approval number. Do not invent one. |
| Dates | Leave needs future dates and enough consecutive teaching hours. Several CEIBS open dates have already passed. A 16-month MBA is a different shape from a five-day statutory block. The EMBA’s four days a month may not match a rule that wants a continuous week. |
| Attendance and certificate | Statutes ask for proof the person attended the recognized event. Degree parchments and unknown short-course letters are not automatically that proof. Ask the school what it issues, then ask the recognizing body whether that paper counts. |
| Employer steps | Apply in the form and by the deadline your Land or employer requires. CEIBS’s Global EMBA says the employer must allow class and need not pay the fee. That is a school admissions sentence. It does not replace the leave application, and sponsorship of tuition is a third decision. |
| Credential | Leave is not a credential. The course, if you are admitted, may be a degree or a non-degree module. Those labels stay on their own pages. Time off does not turn a short course into an MBA. |
| Language and company access | Irrelevant to the leave right itself, and still binding on the course. An English MBA does not become recognized because it is in English. A plant visit is not a leave course we can file, because no host and no hours are confirmed. |
The Workplace’s Law Decides, Not the Campus
People planning study in China often ask whether the course “counts as educational leave.” The question is pointed at the wrong institution. CEIBS in 上海 can admit you to a programme. It cannot grant Bildungsurlaub, Bildungsfreistellung, or Bildungszeit. Those are rights, where they exist, under the law of the German Land in which the employee works. The KMK overview we read, a PDF whose filename is dated 4 November 2025, says Bayern and Sachsen have no leave statutes. The other Länder have statutes with different names, different day counts, and different recognition tests. A single national yes does not exist.
DragonTrail cannot tell you that you qualify. We can show the split we actually read. Baden-Württemberg’s Bildungszeitgesetz, in force since 1 July 2015, allows up to five days a year with pay, and it recognizes education institutions rather than each course. Applicants for that institutional status go to the Regierungspräsidium Karlsruhe, and the institution must already have been active for two years and hold a listed quality mark. Hessen’s page says the statutory claim exists only for events the Hessian ministry has recognized, and that the organiser — not the employee — must seek recognition. Since 1 January 2024, recognition from another Land no longer creates a Hessian statutory claim. An employer may still release someone voluntarily.
Hours and Shape Often Fail Before the Topic Is Discussed
Hessen’s employee page describes events of five days, at least three consecutive, with an average of six hours and a floor around four on a given day, for political or vocational content that relates to the job when the content is vocational. Baden-Württemberg’s materials talk about an average of six hours as well, and they say travel time is not the teaching. We did not re-parse every Land’s hour rule from the KMK PDF into a table, because a partial table would look complete. The point for China programmes is structural. A CEIBS open course whose length we could not read may be too short. An EMBA that meets four days a month for two years is not a one-week block. A 16-month full-time MBA is not five days of Bildungszeit.
Dates matter as much as shape. Strategic Negotiation on 21 August 2026 and the Beijing AI programme on 24 October 2026 are already past. You cannot file future leave against them. Women in Leadership on 11 November 2026, financial statements on 12 November, and marketing strategy on 25 November were still ahead on our review date, and none of those cards claimed recognition or printed hours. Ahead is not eligible. Eligible is a decision by the body that keeps the register.
School Pages Do Not Claim the Status
We looked for a sentence in which CEIBS or Tsinghua said a programme was recognized for Bildungsurlaub or an equivalent. We did not find one on the MBA overview, the fee pages, the FAQ, the EMBA pages, the open-enrolment list, or the Tsinghua MBA notice. Absence is not proof they could never qualify. It is proof this page must not say they do. A provider that wants Baden-Württemberg status has to apply. A provider that wants Hessen status has to be approved and then have the event approved. Participants cannot file that paperwork for the school.
Foreign providers are not barred in principle by the pages we read, and they are also not waved through. LSI, a language school, publishes its own list of Länder where its language courses are recognized, and that list is not China business programmes and not a template for CEIBS. We cite the public rules, not that school’s marketing, as the constraint. A China course taught in English is not closer to recognition than one taught in Chinese. The test is the statute, the hours, the provider’s status, and the workplace’s Land.
Fee Sponsorship Is a Different Yes From Leave
Three decisions are easy to mash together. The first is admission: the school says you may study. The second is statutory leave: the law says the employer must release you, with pay, for a recognized event. The third is who pays tuition. CEIBS’s Global EMBA application page separates the second kind of employer act from the third, in its own words: the organisation must let you attend, and financial sponsorship is not obligatory. That sentence is about EMBA admissions. It does not create a statutory duty, and it does not apply itself to the full-time MBA or to Tsinghua. The full-time MBA’s fee is RMB 488,000, payable mostly at registration. An employer may reimburse it under a contract with you. Nothing we read requires them to.
Tsinghua’s English FAQ says student loans are not available to international students and that scholarships may be. That is aid inside the school, not educational leave and not your employer’s policy. A company brochure in a CEIBS MBA file shows the committee your job. It is not a promise the company will pay. Voluntary release without recognition, which Hessen explicitly allows, can be more generous than the statute or less. It should be written down. DragonTrail will not negotiate it.
Other Countries Were Not Opened, and Visits Do Not Qualify Themselves
This review did not open a French training-account rule, a UK employment statute, or a US federal leave rule. Those systems are not summarized here, because a confident paragraph from memory would be the wrong kind of help. If you work in one of those places, the recognizing body or the employer policy is the source, and a China brochure is only the course description you attach. The MiM’s mention of a French grande école degree is about ESCP’s parchment in a double degree. It is not a statement that the programme is registered for French leave or training accounts.
Industry visits fail the test more clearly. There is no confirmed plant, lab, or supplier, so there are no hours and no provider approval to show a ministry. A degree module with an unnamed project company is still the degree’s calendar, not a five-day recognized seminar. Short courses whose brochures we did not open cannot be certified by us as hour-compliant. Bring the brochure’s daily timetable to the authority. Do not bring this page as if it were the approval.
A Sequence That Keeps the Yeses Apart
Name the country and, in Germany, the Land where the work is performed, not where you live. Read that Land’s rule or accept that Bayern and Sachsen will not supply a statutory day. Ask the school whether it holds recognition for that Land for the exact course and the exact dates. If it does not, the statutory path stops, unless the employer volunteers the time. Separately, ask the school for hours, language, fee, and the attendance paper. Separately again, ask the employer whether it will pay tuition. Admission, leave, and money are three files.
Find a Suitable Program will not file a leave request. Request Guidance can help you describe the course you are comparing. It cannot tell a ministry that CEIBS is recognized, and it cannot make an employer pay RMB 488,000 or €59,000. Bring the workplace’s jurisdiction, the course title, and the dates. If the dates have passed, say so. A new recognition file starts from a future run, not from a page that has gone stale.

FAQ
Does a CEIBS course count as Bildungsurlaub?
Not on the evidence we read. The MBA, EMBA, and open-course pages do not claim recognition. In Germany the Land where you work decides. Bayern and Sachsen have no leave statute, according to the KMK overview. Other Länder require their own recognition of the provider or the event. DragonTrail cannot supply that approval.
Who applies for recognition?
The organiser, not the employee, on the Hessen page we read. Baden-Württemberg recognizes institutions through the Regierungspräsidium Karlsruhe, against statutory conditions including two years of activity and a listed quality mark. A student cannot stamp a foreign school into those registers. Ask the school whether it has already been approved for your Land.
Does another Land’s approval work in Hessen?
The Hessen page says that since 1 January 2024 a statutory claim no longer follows from another Land’s recognition. An employer may still agree voluntarily. Do not rely on a Berlin or Hamburg approval as a Hessian right. The workplace’s Land is what matters, not your home address.
Will four EMBA days a month qualify?
We cannot say yes. The Global EMBA meets four days a month or eight days every two months, over two years. Hessen’s description stresses several consecutive days and a daily hour pattern. A monthly pulse may fail that shape even if the topic is relevant. The school has also not claimed recognition. Check the Land’s text against the real timetable.
Does the employer have to pay the tuition?
Not from anything we read. Statutory leave, where it exists, is about time and pay for that time, not automatically about a school’s invoice. CEIBS says EMBA sponsorship is optional while attendance permission is necessary. The MBA’s RMB 488,000 is the student’s fee unless a private employer agreement says otherwise. Those are different documents.
What proof of attendance is required?
The recognizing body defines the proof. A degree diploma, an unknown short-course letter, and a host’s plant note are not interchangeable. Several open courses did not even state a certificate name. Get the school’s wording, then compare it with the Land’s form. We cannot sign the form.
What about France, the UK, or the United States?
We did not open those statutes in this review, so this page does not state them. Use the authority or the employer policy in the place you work. A double degree that mentions ESCP is not, by itself, a French training-account registration. Bring their rule a course description, not the reverse.
Can DragonTrail apply for the leave?
No. Request Guidance does not file Bildungszeit, does not recognize a provider, and does not compel an employer to pay. Find a Suitable Program only organises study routes. You, your employer, the school, and the recognizing body each keep a different yes.
