International Relations and Public Policy

International relations and public policy in China are separate lines on the pages we opened. 对外经济贸易大学 names International Relations on its English master’s list and prices Public Administration (IMPA), together with Customs Administration, at 85,000 RMB for two years. 北京语言大学 lists International Affairs and International Relations as a Chinese-taught bachelor’s block that asks for HSK 5 at 200.

Public Administration Has a Price. Relations May Not.

International relations and public policy in China sound like one faculty and bill like several. On UIBE’s English master’s page, Public Administration (IMPA) is tied to Customs Administration (MCA) at 85,000 RMB for two years. The credit price on that line is 2,000 RMB, and a thesis-defense fee of 5,000 RMB is mentioned in the same parenthesis. Semester lines we could parse are 45,000 and 40,000. Their sum is 85,000, which is why we quote 85,000 even though the headline is printed with stray spaces. We still will not swear the 5,000 is inside that sum. Ask the office before you add it twice or drop it.

International Relations is on the major list and is not in that parenthesis. International Development is in the same situation. The page then says other majors offered in English are 99,160 RMB for two years at 2,680 RMB a credit. Using the IMPA price for a relations title would undercharge the residual line and misname the degree. Using the residual line for IMPA would ignore a sticker the page did print. Law and Legal Studies holds the ILLM at 123,280 so a law master’s is not billed as public administration.

Undergraduate Politics Is a Third Product

UIBE’s English undergraduate catalog lists International Politics at 49,750 RMB a year, same machinery as Economics: full year in the first semester, TOEFL 86 or IELTS 6.0, CSCA Mathematics, 660 RMB to apply, 10,000 RMB advance. There is no HSK line on that English page. A reader who wants “IR” in the bachelor’s title should notice the word on this catalog is Politics, not Relations. If the parchment must say relations, this row may be the wrong one even though the teaching is in the same university.

BLCU is where the bachelor’s title International Affairs and International Relations actually appears, next to International Politics, in the School of International Politics and Communication. The rule is stricter than HSK 5 at 180. It is HSK 5 at 200, with no component under 60, plus an interview on Chinese and on the major. The block prints 25,800 RMB a year. Journalism sits beside it. A student who wants policy and a student who wants media should not share a form just because the school name contains both words. Media, Communications, and Film is the media reading.

The Graduate File Has No Entrance Exam

For the English master’s, UIBE says the admissions office checks what you send and the school decides, and that there is no entrance examination. You still need a bachelor’s degree, two references from professors or associate professors, English scores, a guarantor’s identification, a criminal-record certificate, and an asset note. The absence of an exam is not the absence of a decision. People are refused on paper. DragonTrail cannot see that file and cannot lobby the school.

The 660 RMB application fee is not refundable. The 10,000 RMB advance, after confirmation, is not refundable and is counted into tuition at registration. Those two numbers are easy to confuse with IMPA’s 85,000. They are not tuition. They are cash the page asks for around the tuition. Windows remain 20 October to 31 December and 20 March to 30 June, each year. On 29 October 2026 we can see the date and we cannot see the cohort. The form has to say it.

The BLCU Clock Has Already Run Out

BLCU’s English entry page sets 12 January 2026 for March 2026 entry and 30 June 2026 for a September intake it labels 2025. The Chinese page labels the June deadline as September 2026 entry. Both dates are past on 29 October 2026. CSCA is required for undergraduate applicants from fall 2026. That requirement does not delete the HSK 5 at 200 rule on the politics row. Age is 18 to 55. The registration fee is 800 RMB and is not refundable. A new table is the only way back in.

International Organizations and Global Governance appears in BLCU’s international-student block near Chinese language majors, at the 25,800 area of that table, with HSK 4 at 180 where that block’s language line is printed. It is another title a policy reader might want. It is not UIBE’s IMPA, and it is not priced at 85,000. Read the row. Dual-degree lines elsewhere on the BLCU page, such as Chinese plus art management, are not policy degrees. Do not wander into them because the word international appears.

What a Policy Brochure Does Not Give You

It does not give you a diplomatic passport, a think-tank job, or a seat at a negotiation. It gives you, if you finish, the university’s degree. Customs Administration is a named master’s beside IMPA and may matter if the work you want is customs rather than a foreign ministry. It shares the 85,000 line on the page we read. Confirm that sharing on the live page, because a later split would change the bill. A trade-fair badge is not this degree. International Trade and Logistics is the trade title.

Housing is not in these fee lines. Cost of Studying comes after you know which total is yours: 85,000 for two years, 99,160 for two years, 49,750 a year, or 25,800 a year. Those four numbers are four products. League labels, including any 双一流 wording a university uses about itself, do not pick among them. Universities and Schools keeps the glossary. We will not rank a politics faculty.

Pick the Title Before the City

Write the words you need: Public Administration, Customs Administration, International Relations, International Politics, or International Affairs and International Relations. Then open one page. IMPA and MCA are the 85,000 line, with the thesis-fee question still open. Relations is the residual 99,160 until a private sticker appears. Undergraduate politics at UIBE is 49,750 a year in English. BLCU’s relations bachelor’s is the HSK 5 at 200 row at 25,800, and its last printed deadlines have passed.
