University Study Trips
University study trips in China are either enrolled study under the higher-education chapters or a short visit that is not enrollment. DragonTrail does not decide which one you are, and it does not hold a classroom.
Information checked 29 October 2026 (Asia/Shanghai).
No university confirmed a group. If students are enrolled, chapters 2 through 5 of 教育部、外交部、公安部令第42号 apply, including fee publication in RMB and insurance. If they are only visiting, do not borrow Article 9’s student labels. The 2021 work-study measures do not cover a one-week delegation of visitors.

| Who this is for | Universities comparing an enrolled short course with a visit that never admits the students. |
|---|---|
| Clock | Short-term is no more than 180 days. X2 needs an admission notice. A visit without that notice is not described as X2 here. |
| Money | If the host enrolls students, it publishes fees in RMB. No figure is copied here. DragonTrail has no group tuition. |
| Who decides | The Chinese university admits or agrees to host. The consulate stamps. DragonTrail does neither. |
| Papers | An Article 38 agreement for a group, plus admission papers if anyone is actually enrolled, and an F invitation if the trip is only a visit. |
| Outcome | A plan that says enrolled or visiting, with classrooms unconfirmed. Not a transcript and not a job. |
| Easy to mix up | Calling a one-week seminar work-study, or promising English when Article 18 leaves the language to the school. |
| Worked example | A department asks whether the Chinese university will enroll the students or only receive a visit, then seeks the matching paper. |
| What we do not do | DragonTrail does not reserve a classroom, issue a certificate, or choose F versus X2. |
Enrolled Students Enter the Higher-Education Chapters
Article 2 says chapters 2 through 5 govern 高等学校. Once a Chinese university enrolls the visitors as its international students, those chapters are the right place to read. Article 9 lists degree students and non-degree 预科生, 进修生, and 研究学者. Article 14 says the school publishes fee items, standards, and refund rules in RMB. Article 40 requires insurance or the student is not admitted. None of those sentences was a quote we can reprint as a price. The host’s own list is the list.
A Visit Without Enrollment Is Not Article 9
A faculty that brings students for ten days of seminars has not, by that fact, created 进修生. If the Chinese university does not admit them, Article 9’s labels do not attach. The Sweden note dated 2026/10/12 describes F for exchanges, visits, and study tours, with an invitation that names people, purpose, dates, places, funds, and the inviter’s stamp. X2 is study of no more than 180 days and asks for an admission notice. Without that notice, do not tell families they hold X2.
Teaching Practice Belongs to the Host’s Plan
The host’s own teaching plan is the only Article 20 document that counts. That article says a higher-education school organizes 教学实习 and 社会实践 according to its plan, and the place must follow national rules. The plan is not a syllabus you attach to an email. Article 21 says the school issues the academic certificates the national rules allow. A letter from DragonTrail is not that certificate. If the week includes a company floor, the company has to agree in writing. No company was asked for this page.
Language of Instruction Is the School’s Choice
Article 18 says the national common language is the basic teaching language, and a school may offer foreign-language courses if it can. A promise that every seminar will be in English is a promise only the host can make. Confirm the applicable local requirements with the receiving institution. Put “language to be confirmed by the host” in the plan until the school writes the language down. Do not treat a past brochure as this year’s classroom.
Work-Study Does Not Cover a One-Week Delegation
The 2021 measures apply to international students already at a degree-teaching higher-education school. Off-campus work-study also asks for more than one continuous year at that school, age 18 or older, and a study residence document with more than six months left. A group that arrives for a week has not met that year. Article 30 allows 勤工助学 and forbids employment and business during study. A consulting project that is really paid work for a firm is not a classroom exercise until the permission matches.
No University Classroom Was Reserved
No university, laboratory, or dorm was contacted. Article 38 still requires an agreement with the foreign sending unit before a school accepts a short-term 团组. Students under 18 need the guardian line even on a university campus. Article 36 says a student whose visa requires a residence permit applies within 30 days of entry. DragonTrail does not file that application and does not publish a group tuition. The status of every university visit here is unconfirmed.

FAQ
When do the higher-education chapters apply?
When the students are at a 高等学校 under Article 2. Chapters 2 through 5 govern those schools. A visit that never enrolls anyone should not borrow Article 9’s student labels.
What fees will a university charge?
Article 14 says a higher-education school publishes items, standards, and refund rules in RMB. Confirm current requirements and availability directly with the relevant institution. DragonTrail adds no rate.
Is a one-week group eligible for work-study?
No. Off-campus 勤工助学 asks for more than one continuous year at the current school, among other conditions. A visiting week does not meet that line.
Can you promise the course will be in English?
No. Article 18 says the national common language is the basic teaching language, and foreign-language courses exist only if the school can offer them. Ask the host.
What is the difference between F and X2 for a university group?
On the Sweden note, F is exchanges, visits, and study tours. X2 is study of no more than 180 days and asks for an admission notice. Without that notice, do not call the sticker X2. The embassy decides.
Who issues a certificate?
Article 21 says the higher-education school issues the academic certificate the national rules allow. DragonTrail does not.
Do under-18 university students need a guardian?
Yes. Article 38 requires a formally entrusted guardian when parents do not live in China, and a group still needs the agreement with the sending unit.
Has any university agreed to host?
No. No classroom, lab, or dorm was requested. The visit stays unconfirmed until that university writes yes.
