Teacher Professional Development Visits
Teacher professional development visits in China are weeks of observation or classes for adults. They are not a Chinese teaching license. DragonTrail does not name a training center and does not set a fee.
Information checked 29 October 2026 (Asia/Shanghai).
No training school confirmed a CPD week. Adults may fall outside the minor-guardian sentence, but a short-term 团组 inside a school still needs Article 38’s agreement. The 2021 work-study measures do not license a foreign teacher to work. Request current fees and any funding terms directly from the provider; no amount is confirmed here.

| Who this is for | Teachers and school leaders planning observation or classes. Not a license to teach in China. |
|---|---|
| Clock | If the week is short-term study, the cap is 180 days and the agreement comes first. No course date is held. |
| Money | No DragonTrail fee. Insurance premiums were not printed. A host that enrolls teachers publishes its own charges. |
| Who decides | The host school and your sending unit, if the teachers are a student group. A consulate stamps. Not DragonTrail. |
| Papers | A clear purpose, passports, an invitation or admission paper, and the Article 38 agreement when the school is enrolling a group. |
| Outcome | A learning plan a host can accept or refuse. Not a certificate from this site and not a job. |
| Easy to mix up | Calling paid teaching “CPD,” or promising that observation hours count toward a license. |
| Worked example | A district asks a Chinese school whether the teachers will be enrolled students or guests, then collects the paper that matches. |
| What we do not do | DragonTrail does not name a training center, price a week, or issue a teaching qualification. |
Teachers Are Adults, and the Minor Rule May Not Apply
Article 38’s traveling-guardian sentence is written for primary and secondary groups and for students under 18. A group made only of adult teachers may not need that guardian line. Do not delete the rest of the article. If a Chinese school will accept them as international students for short-term study, it still needs an agreement with the foreign sending unit. If they are guests and not students, say that, and do not borrow student chapters to fill the gap.
A CPD Week Is Not a Teaching License
Observing classes, joining a seminar, or collecting ideas for your own school does not authorize you to teach in China. Article 18 says the national common language is the basic teaching language, and foreign-language courses depend on the school’s capacity. Nothing on that line is a license. If the visit includes paid teaching, the Sweden note’s Z category and its work-permit notification are the description to read. We will not call paid teaching “professional development” in order to skip that question.
The Host School Still Needs an Agreement for a 团组
When the teachers are a short-term student group, Article 38 is the gate, and Article 45’s 180-day count is the clock. The Sweden note describes F for exchanges, visits, and study tours. An invitation should carry identity, purpose, dates, places, relationship, source of funds, and the inviter’s name, phone, address, stamp, and signature. X2 asks for an admission notice if the purpose is study of no more than 180 days. A workshop flyer is not an admission notice. The embassy decides the category.
Classroom Observation Is Not Article 20 by Itself
Article 20 tells a higher-education school to organize 教学实习 and 社会实践 under its teaching plan. Watching a class as a guest is not that plan unless the host says the visitors are inside it. Article 21’s certificates come from the school, if it chooses to issue them. DragonTrail cannot print a CPD certificate and cannot promise hours toward a license at home. Ask your own employer what it will recognize. Confirm the applicable local requirements with the receiving institution.
Language on the Course Is Not Promised
Confirm the applicable local requirements with the receiving institution. Article 18 leaves foreign-language teaching to schools that can provide it. Put the language as unconfirmed. The 2021 work-study hour caps are for enrolled students, not a way to size a visiting teacher’s day. Article 40’s insurance rule, with no premium printed, is a question for a school that actually admits the teachers. Ask before you tell colleagues a policy is included.
No Training Center Was Named
No university faculty, primary school, or private center agreed to host. Article 26 and Article 29 still limit political activities, military training, and religious gatherings on campus. A CPD plan should say what teachers will observe and what they will not do. Sample weeks are examples only. DragonTrail has no seat, no hotel, and no daily rate. Unconfirmed is the status until a host writes yes and, where Article 38 applies, signs.

FAQ
Is a CPD visit a license to teach?
No. Observation and seminars do not authorize employment. Paid teaching belongs with the work rules, including the Sweden note’s Z description and a work-permit notification. A consulate decides.
Do adult teachers need a guardian?
The guardian sentences in Article 38 are about minors and about primary or secondary groups. Adults may not need that line. They still need the agreement if a school accepts them as a short-term student group.
Which visa should teachers expect?
F on the Sweden note covers exchanges, visits, and study tours. X2 is study of no more than 180 days with an admission notice. Z is work. We do not choose.
Will the course be in English?
Not promised. Article 18 makes the national common language the basic teaching language and allows foreign-language courses only if the school can offer them.
Can you issue a CPD certificate?
No. Article 21 leaves academic certificates to the school. Your employer decides what it will recognize. Confirm the applicable local requirements with the receiving institution.
Do work-study hour caps size the day?
No. Those caps are for enrolled students at degree-teaching universities. They are not a timetable for visiting teachers.
Is there a training-center price?
No DragonTrail price, and no center was named. Ask a host that has actually agreed.
Has a school agreed to host teachers?
No. The visit is unconfirmed. If Article 38 applies, the Chinese school and your sending unit still have to sign.
