Group Leader Planning Guide

A group leader planning a study trip in China collects authority, a guardian plan, and unconfirmed visits. DragonTrail does not assign accompanying staff and does not reserve the week.

Information checked 29 October 2026 (Asia/Shanghai).

No leader was appointed by DragonTrail, because we do not staff school trips. Article 38 places the guardian duty on the foreign sending unit for primary and secondary groups. Insurance questions go to the school that would enroll students. No leader fee and no ratio are printed.

The Leader Collects Papers, Not a Reservation

Start a folder: who may sign for the sending unit, the ages on the roster, passports, and whether any Chinese school has agreed. A full folder is still not a booking. Article 38’s agreement is the school’s signature, not a checklist you complete alone. Article 45’s 180-day line tells you whether a study plan is still the short-term sentence. DragonTrail will not hold seats while you collect names.

Guardian Letters Belong to the Sending Unit

For a primary or secondary group, the sending unit finishes minor-exit paperwork required by its own country and sends a person who acts as guardian during the study. A student under 18 whose parents do not live in China needs a formally entrusted guardian. The leader is that person only if the unit appoints them in writing. We do not appoint leaders, and we do not print a ratio of adults to students. If your board has a ratio, put it in your own policy, not in a citation to the ministry.

Insurance Questions Go to the Receiving School

Article 40 says a student who does not insure as required is not admitted, and a student already studying who does not insure is withdrawn or not registered. No premium is on the order. The question belongs to the school that would admit the group, and it may not bind a primary trip the same way, because chapters 2 through 5 govern higher education. Ask anyway. Confirm current requirements and availability directly with the relevant institution.

DragonTrail Does Not Assign Accompanying Staff

We do not send a tour director, a nurse, or an interpreter as part of a published package, because no package exists. If you hire staff, their permission to enter and work is their own visa question. Z on the Sweden note is work and asks for a work-permit notification. F is exchanges, visits, and study tours. We will not put your contractor on a student roster to avoid that question. The “000 days” string is not a stay length.

A Leader’s Own Visa Is Separate From the Students’

Students who are enrolled need the school’s admission papers. A study tour needs an invitation with identity, purpose, dates, places, relationship, funds, and the inviter’s stamp and signature, if the consulate is looking at F. The leader’s purpose can differ from the students’ purpose, especially if the leader is paid. Do not assume one invitation covers both. J1 and J2 are for journalists. M is commercial and trade. The embassy decides each file.

The First Call Is Whether Anyone Has Signed

Before hotels, ask whether the Chinese school and your unit will sign. If they will not, stop promising dates. Mark every museum and company as unconfirmed. Article 29 and Article 26 limit religious gatherings, military training, and political activities on campus. The 2021 work-study page does not staff your trip and does not apply to children. There is no DragonTrail leader fee, no free place, and no emergency phone that replaces the host and your own embassy.

If a date has passed, or a line on a visa note looks incomplete, the page says so. None of this is a placement or a group visit DragonTrail can reserve, and none of it is legal advice.

FAQ

Will DragonTrail send a group leader?

No. We do not assign accompanying staff. The sending unit appoints the guardian for a primary or secondary group. A paid contractor’s permission to work is a separate visa question.

What is the adult-to-student ratio?

None was printed in the cited order. Your board may set one. Cite your policy, not the ministry, for that number.

Who buys insurance?

Article 40 requires insurance for international students a school admits, and it prints no premium. Ask the receiving school which policy it accepts. Do not tell families it is included.

Can one invitation cover the leader and the students?

Not assumed. Purposes can differ, especially if the leader is paid. F invitation fields and Z work papers are different lists on the Sweden note. The embassy decides.

Does a complete folder reserve the trip?

No. Article 38 still needs the Chinese school’s agreement. Hotels and museums stay unconfirmed until those hosts write yes.

Do work-study rules tell me how to staff the trip?

No. They cover spare-time work by enrolled university students. They do not assign a nurse, a guide, or a teacher for your group.

What should I refuse to promise?

A date, a price, a visa category, a ratio from the ministry, and a certificate. None of those is in your folder until the office that issues it says so.

Where do I ask a question?

Use Request Guidance with ages, length, and whether a Chinese school has already agreed. That question does not sign an approval or reserve a seat.

Compare study routes, or tell us the ages in the group, the length of the trip, and whether a school in China has already agreed to host. Neither button reserves a visit, sets a price, or signs an approval.
