School and Institution Approval Pack

A school and institution approval pack for China is a checklist of papers other offices ask for. DragonTrail does not issue the pack, does not sign it, and does not treat a complete folder as a yes.

Information checked 29 October 2026 (Asia/Shanghai).

No approval form was published by DragonTrail. The lines below copy Article 38 and the Sweden embassy invitation fields dated 2026/10/12. They are not a visa application and not legal advice. A consulate and the Chinese school can still refuse.

Who this is forRegistrars and leaders assembling papers for a board or a consulate. The folder is not an approval.
ClockPut the Article 38 agreement first. Short-term study is no more than 180 days. No filing date is offered here.
MoneyNo fee for a pack, because we do not sell one. Visa fees were not printed on the cited note.
Who decidesThe Chinese school, your sending unit, and the consulate. DragonTrail does not sign, stamp, or notarise.
PapersAgreement, guardian letters, identity lines, purpose, dates, places, funds, and the inviter’s stamp and signature if F is the category in view.
OutcomeA checklist a board can read. Not a visa, not JW202, and not a reserved seat.
Easy to mix upTreating a finished folder as consent, or dropping the inviter’s stamp because the schools already know each other.
Worked exampleA registrar copies the six Sweden invitation fields into a table and leaves the signature line empty until the inviter signs.
What we do not doDragonTrail does not issue an approval number, choose a visa category, or file the pack.

An Approval Pack Is a Checklist, Not a Form We Issue

Use the rows on this page as headings in your own folder. They are not a DragonTrail form, not a government form, and not a booking. Article 38 is the first signature when a Chinese school will accept a short-term 团组: an agreement with the foreign sending unit. Without that agreement, later pages do not create a group. Short-term, in Article 45, means no more than 180 days, including the 180th day.

Article 38 Is the First Signature

The agreement is between the Chinese school and your sending unit. A professor or a teacher signs only with authority. For primary and secondary groups, the sending unit also completes its country’s minor-exit paperwork and sends a guardian. Students under 18 whose parents are not in China need a formally entrusted guardian. Put copies of those appointments in the folder. We do not notarise them and we do not count a ratio.

F Invitation Fields, Copied From the Sweden Note

If a consulate is considering F, the note dated 2026/10/12 asks the invitation to include the visitor’s identity, the purpose of the visit, arrival and departure, places, the relationship with the inviter, the source of funds, and the inviter’s name, phone, address, stamp, and signature of the legal representative. Copy those fields. Do not drop the stamp because the schools are “partners.” M and Z have different papers. We do not choose the category, and this checklist does not file the visa.

AgreementArticle 38 signature between the Chinese school and the foreign sending unit, before travel. Not issued here.
GuardianWritten appointment for primary or secondary groups, plus a formally entrusted guardian for a student under 18 whose parents are abroad.
IdentityName, sex, date of birth, and passport number, as the Sweden F note lists them. One line per person the consulate asks about.
Purpose and datesWhy they travel, arrival and departure, and places. A vague “study tour” without dates is thinner than the note.
Funds and inviterSource of funds, and the inviter’s name, phone, address, stamp, and signature. DragonTrail cannot stamp this.
StatusChecklist only. Not requested, not filed, and not an approval.

Guardian and Exit Papers for Minors

Keep the sending unit’s exit paperwork with the guardian letter. A host school’s welcome email does not replace either one. Confirm the applicable provincial requirements, school fees, and supervision arrangements with the receiving school. Leave a blank section in your folder labeled with the province once you know it. Do not fill that blank with a university insurance clause unless the host tells you the clause applies.

What the Pack Does Not Contain

It does not contain a visa fee, because the cited Sweden note did not print one. It does not contain JW201 or JW202, which DragonTrail cannot issue. It does not contain a work-permit notification. It does not contain a medical result, though Article 39 requires the health check the state specifies. It does not contain a religious-activity permit. Article 29 limits worship on campus. It does not contain a DragonTrail approval number, because we do not issue one.

A Complete Folder Can Still Be Refused

Article 44 lets education authorities restrict a school’s international enrollment. A consulate can refuse a category. A school can decide it has no beds. Completeness is not consent. The 2021 work-study measures are not an attachment for a school group of children or for visiting staff. This page is not legal advice. Request Guidance if you want to talk through which lines apply. That conversation does not file the folder or reserve the trip.

Sources

These pages were read on 29 October 2026 (Asia/Shanghai). A fee, an hour cap, and an application window belong to the office named in the link. If a date has passed, or a line on a visa note looks incomplete, the page says so. None of this is a placement or a group visit DragonTrail can reserve, and none of it is legal advice.

FAQ

Is this an official approval form?

No. It is a checklist copied from Article 38 and from the Sweden embassy invitation fields dated 2026/10/12. DragonTrail does not issue a form or an approval number.

What is the first signature?

The agreement between the Chinese school and the foreign sending unit, when the school will accept a short-term group. Later pages do not replace it.

Which invitation fields should we copy?

Identity, purpose, arrival and departure, places, relationship, source of funds, and the inviter’s name, phone, address, stamp, and signature. We cannot stamp the page.

Does a complete pack guarantee a visa?

No. A consulate decides the category and can refuse. This page is not legal advice and does not file anything.

Are visa fees listed?

No. Request current fees and any funding terms directly from the provider; no amount is confirmed here. Ask the consulate that will take the passport.

Do you issue JW201 or JW202?

No. Those forms, when a school uses them for X1, come from the school and the education authority. They are not in this pack.

What about a health check?

Article 39 requires the check the state specifies. We do not hold a clinic result and we do not name a clinic.

Can Request Guidance file the pack?

No. It is a question. It does not sign Article 38, reserve a seat, or submit a visa.
